An abandoned vehicle is defined as a vehicle that has been left in the following conditions for 48 hours on a private property without consent from the owner, disabled, not secure from entry, without a license plate clearly displayed, and with a license plate that have an expiration date of 90 days or more prior to the date of inspection.
