Is the City unionized?
Most classified titles in the City are represented by a bargaining unit. Employees may join the union or are required to contribute a "fair share" of the monthly union dues. A list of bargaining units is located at

When are pay increases due?
It depends upon the bargaining unit contract. In general, step increases are: starting pay, after six months, after another six months, yearly after that, until 5-10-15 years longevity increases.

Whom do I call if I don't understand something in the collective bargaining agreement?
A union business agent or president is the best person to contact and represents the interests of the employees.

How are the terms and conditions of a collective bargaining agreement created?
Representatives of the City and union negotiate the terms and conditions in the agreement.

Do those terms and conditions apply to all members of the union?
Yes. The collective bargaining agreement establishes the working conditions for every employee covered by the agreement.

How do I file a grievance?
Check your collective bargaining agreement's grievance procedure. Take note of the time lines required. You may want to contact your business agent or union president.

Is a Civil Service Grievance different than a grievance in the contract?
Yes. The Civil Service Rules allow some employees to file a grievance under the Civil Service Rules. However, check your union contract or contact your union representative as some grievances may only be filed under the union contract. Details on

What if the Civil Service Rules are different than the collective bargaining agreement?
Minnesota's law on labor relations provides that a collective bargaining agreement supercedes local government rules such as the Civil Service Rules.
