All dogs over three months of age must be licensed. A license is required if the dog is owned, harbored, kept, or maintained for three consecutive days or more in Saint Paul. 

No license is required for the following:

Licenses are not transferable to a new owner or another dog. Only three dogs are allowed in a household without a Keeping of Animals Permit.
