All dogs which are determined to be Dangerous or Potentially Dangerous must have a lifetime license if the dog is owned, harbored, kept, or maintained in, or brought into Saint Paul.

If the dog is currently licensed with an annual license, the owner must change to a lifetime license and pay the difference in the fee.

Licenses are not transferable to a new owner or another dog. Only three dogs are allowed in a household without a Keeping of Animals Permit.
