Written Exam

The City of Saint Paul, Department of Safety and Inspections (DSI) administers the written examination at its offices located on the 2nd Floor of 375 Jackson Street, Suite 220. If you have questions regarding the written examination or would like to make an appointment to take the exam, you can contact Karen Olson at (651) 266-9143. Appointments can be scheduled Tuesday and Thursday between 8:00am - 9:30am OR 1:30pm - 3:00pm.

There is a $35 fee for the initial exam or retake. Exam fees must be paid before taking the exam.

The written exam has 100 questions and consists of two parts. The first part is 56 multiple choice and true / false questions covering areas such as hygiene, technique, and physiology. The second part consists of 44 questions and covers the identification of bones and muscles. A combined score of 75% or higher is required to pass.


Practical Exam


The City has an agreement with a private provider to administer the practical examination.  Upon passing the written exam, you will be given information on the exam process and who to contact to make your appointment to take the exam.

Fees for the practical exam are as follows:

  • $115 + tax for each initial exam
  • $115 + tax for each retake of a failed exam
  • $50 for a no-show or if provider is notified less than 24 hours in advance (cancellation)
  • There will be no additional fee to cancel and reschedule an exam, if the provider is notified more than 24 hours in advance

All practical exam fees are to be paid directly to the exam provider and are in addition to any City license fees.

For the practical exam, the applicant shall demonstrate their knowledge and abilities in the following areas of massage therapy:

  • Hygiene and sanitation methods of the therapist
  • Applied clinical knowledge or stroke usage and technique
  • A therapist's character, appearance, and attitude
  • Overall therapist's technique and/or unique individuality / characteristics of the therapist

A 75% score is required to pass.


What if my City of Saint Paul Massage Practitioner License has lapsed?

If you allow your license to lapse and then submit an application that requires this license:
  • If less than one year has elapsed, no exam is required.
  • If 1-2 years have elapsed, you must take the written exam again.
  • If 2 or more years have elapsed, you must take both the written and practical exams again.
