The City of Saint Paul offers home improvement loans of up to $20,000 to homeowners who live in areas highly impacted by foreclosures. Loans are interest-free and payments are deferred until the home is sold or when the owner no longer occupies the property as their primary residence.

The combined annual income of the owner and all occupants, regardless of relationship, must not exceed $96,500.
