The Saint Paul Police Department Professional Development Institute (PDI) is co-sponsoring with L.O.C.K.U.P ® - Lt Kevin Dillon (Ret) a 5-day course; L.O.C.K.U.P Train the Trainer - Intermediate.  Week 1 of the L.O.C.K.U.P. Train the Trainer Course is a pre-requisite to attend this course, (June 17-21, 2013 or prior).



Training Goals and Objectives

Through lectures, demonstrations, role play, and practical scenario applications this course is designed to  develop advanced level 2 instructors in the L.O.C.K.U.P. ® Police Combat – Arrest and Control System. Students will be instructed in legal aspects of use of force, physical applications of arrest and control engagements. Students will be instructed to use the force reasonable to control a violent resisting or combative suspect(s) and will be instructed in teaching methodologies needed to instruct physical applications, scenario exercises and drills to develop competency.  The focus is on developing a strong knowledge of immediate physical control tactics and techniques that is a reasonable, direct, and proportionate, response to all levels of resistance and aggression in multi types of environmental settings.

This course is instructed through a combination of lecture, physical hands on skills training, scenario exercises and drills. The course is to be delivered in a five day format; 0800 – 1700 eight hours in duration with one hour for lunch Maximum enrollment is 24 students.

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction and a  multiple choice examination the learner  will analyze fighting tactics of police officers and determine appropriate fighting strategies and maneuvers, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a multiple choice examination  the learner  will  discuss  the psychophysiological dynamics of human aggression  and how it relates to their performance during close quarter engagements, with a minimum passing level of 100

understand the principles of “Immediate sensory overload philosophy of combat” and how it relates to their survival in a spontaneous violent situation, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct basic combat stances / platforms and how they apply to arrest and control engagements, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct upper body basic striking areas of the body to deadly and non-deadly areas, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct lower body basic striking areas of the body to deadly and non-deadly areas, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice     and proficiency examination the learner  will perform, demonstrate and instruct escort               maneuvers against a suspect demonstrating a passive or defensive level of resistance,               deployed by a single officer, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct escort maneuvers against a suspect demonstrating a passive or defensive level of resistance, deployed by a double officer team deployment, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and review the below material from the Basic 1 class, with a minimum passing level of 100%

 

  • Rear Sentry Takedown (4 Variations)
  • Heel Lock Center Takedown
  • Wrist Drop Takedown
  • One Leg Takedown
  • Nose Compression
  • Officer on His Back (Guard Position)
  • Officer on His Back (Mount Position)
  • Sprawling Against Low Level Attacks
  • Forearm Fusion for Weapon Retention



Hand Gun Retention / Disarming

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct (3) handgun retention techniques listed below from the ready or drawn position, with a minimum passing level of 100%

 

  • Gravity Drop
  • Shoulder Pivot
  • Weapon Fusion Elbow Drive

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct (2) handgun retention techniques listed below from the holstered position, with a minimum passing level of 100%

  • Pin and Hand Hook
  • Drop with Elbow Drive

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct handgun disarming techniques from the front, sides and rear positions, with a minimum passing level of 100%

Edged Weapon Defenses

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency examination the learner  will perform, demonstrate and instruct (4) Edged Weapon Defense  techniques listed below, with a minimum passing level of 100%

 

  • Open Ended Triangle for A Forward Thrust
  • Forearm Defense Against a Slashing Maneuver
  • Defense Against an Overhead Attack
  • Drop and Draw

 

Handcuffing

            Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice               and  proficiency examination the learner  will perform, demonstrate and instruct the                   nomenclature of the  hinged and chain link handcuffs, with a minimum passing level of               100%

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency  the learner  will perform, demonstrate and instruct the legal applications of handcuffing, with a minimum passing level of 100%

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency  the learner  will perform, demonstrate and instruct some recent civil cases regarding the applications of handcuffing, with a minimum passing level of 100%

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner  will perform, demonstrate and instruct the handcuffing both passive and resistant suspects from the standing, kneeling and prone position, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner  will perform, demonstrate and instruct the ability to safely remove handcuffs from the suspect from a standing and seated position, with a minimum passing level of 100%

 

Developing Safe and Realistic Training

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner  will perform, demonstrate and facilitate safe and realistic practical arrest and control drills, with a minimum passing level of 100%

 

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner will perform, demonstrate specific weapon transitional drills (failure drills) using the taser and baton in a training environment, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner  will perform, demonstrate and specific goal and objectives in a training environment, with a minimum passing level of 100%

Given a L.O.C.K.U.P.® Police Arrest and Control  Manual, Instruction a  multiple choice and proficiency the learner  will perform, demonstrate and facilitate the below listed drills and scenarios, with a minimum passing level of 100%

  • Low Light Drills
  • Multiple Environmental Drills
  • Slick Surface Drills
  • Energy Management Drills (Foot Pursuit Drills)
