Section 3 Working Capital Loan Program
  • Metropolitan Economic Development Center (MEDA)
    • Description: The Section 3 Working Capital Loan Program helps qualified Section 3 residents and businesses obtain working capital to cover business expenses such as payroll, materials, accounts receivables, small tools and/or equipment, bonding and insurance, project mobilization, and other similar working capital needs. This fund will make participation in City construction projects more accessible for lower income residents and businesses. Click here for more information.   • ProBid, LLC - New Class Announced for November 
    • Description: Beginning Tuesday, November 27thProBid LLC will offer eight, 3-hour classes on Tuesdays and Thursdays that will teach economically handicapped and veteran-owned small businesses how to build strong, rewarding relationships with Saint Paul Section 3 and other governmental and commercial customers.  Training will explore the qualities buyers look for, how to offer competitive pricing, become fluent in the use of electronic and online bidding, and demonstrate how to provide similar and/or equal services to be distinguishably competitive.

  • Neighborhood Development Center (NDC)
    • Description: Beginning at the end of January, 2013, NDC will conduct a Section 3 Contractor Training Program. This training program will help you:
      • Think about organizing and positioning your business;
      • Learn how to become Section 3 certified (and how Section 3 certification helps your business)               
      • Understand your cost structure
      • Learn how to market your business and secure more work
      • Understand how to apply for and secure financing

  • Latino Economic Development Center (LEDC)
    • Description: LEDC's Construction Entrepreneurship Program provides classes and technical assistance to help Section 3 business owners gain fundamental construction business skills, such as business management, legal structure, applying for beneficial certifications, creating accurate and competitive estimates and bids, English language skills for construction, and computer literacy for construction.
