When do I have to pay to park in a metered space?
In the City of Saint Paul, parking meters are enforced from 8:00 AM-5:00 PM Monday-Saturday, with the exception of the following holidays observed by the City of Saint Paul:
- New Year’s Day (January 1 and federally observed holiday)
- Martin Luther King Day
- Presidents’ Day
- Memorial Day
- Independence Day (July 4 and federally observed holiday)
- Labor Day
- Veterans Day (November 11 and federally observed holiday)
- Thanksgiving Day
- Day Following Thanksgiving
- Christmas Day (December 25 and federally observed holiday)
How much does it cost to park at a meter?
Rates vary from $0.50 an hour to $2.00 an hour. Check the multi-space meter pay station or single-space meter for the current rate.
How long can I park at a meter?
Parking meter time limits vary between 30 minutes, 2 hours, 4 hours, and 10 hours for persons without disability certificates or license plates. Check the space marker or single-space meter for the posted time limit. Once the time limit has elapsed, you are not allowed to park your vehicle within two blocks of your original parking space.
I have a disability certificate or license plate, what do I need to know?
Vehicles with a disability plate or displaying a disability tag are permitted to park without payment for 4 hours at all City of Saint Paul parking meters, with the exception of 30 minute meters. Once the four hour period has elapsed, the vehicle cannot be parked within two blocks of its original space.
Who can use a Commercial Vehicle Loading Zone?
Clearly designated commercial vehicles may use a Commercial Vehicle Loading Zone for a maximum of 30 minutes for the purpose of loading and unloading. A "clearly designated commercial vehicle" is a vehicle possessing a certificate of registration for a for-hire motor carrier of property issued by the Minnesota Department of Transportation or a City of Saint Paul issued Commercial Vehicle permit.
If I don’t see a No Parking sign, can I park my vehicle?
All legal parking spaces for use by the general public in Downtown Saint Paul are metered, with the exception of disability parking zones. Unmetered space along the curb that is not specifically designated with a No Parking sign generally is subject to state laws and City of Saint Paul ordinances prohibiting parking, including but not limited to:
- No parking within 30’ of a stop sign or traffic signal.
- No parking within 20’ of a marked or unmarked crosswalk.
- No parking within 10’ of a fire hydrant.
- No parking within 5’ of a driveway.
Can I park for free for the Saturday Farmers’ Market?
Visitors to the Saturday Farmers’ Market in downtown Saint Paul are allowed to park at specially marked meters for two hours without payment on Saturdays from 8:00 AM-1:00 PM. Once two hours have elapsed, payment is required and the time limit is enforced. Check the space marker or single-space meter to ensure that you are parked in a specifically designated Farmers’ Market space, or you could be ticketed.

What is a multi-space meter pay station?
Multi-space meter pay stations are kiosks which accept payment for parking along streets with space marker posts rather than traditional single space meters. The pay stations are typically located at the center of the block, and can be identified by the blue parking logo located on its sides. Multi-space meter pay stations in the City of Saint Paul accept quarters, dollar coins, credit/debit cards, and parking cards.
What is a space marker?
Space markers are short triangular signs containing information about individual parking spaces, including the space number and parking restrictions. These space markers are only present in areas where multi-space meter pay stations are in use.
How do I pay at a multi-space meter pay station?
Follow this simple procedure:
- Park in a space marked with a numbered space marker (pictured at right) where the old parking meter used to be
- Read the space marker and nearby signs. The space marker gives information on parking bans, enforcement times, time limits, and other restrictions that may apply to your space.
- Go to a nearby multi-space meter pay station.
- Most are located in the middle of the block, and all are marked with a blue parking logo.
- Follow the prompts given on the pay station display:
- Enter your space number, then press Enter.
- Pay for the amount of time you want to park at the meter. Please note that time limits are set (and enforced) to provide convenient and available short-term parking to visitors of Saint Paul.
- Press the green Print Receipt button to complete your transaction.
- Keep your receipt! You do not need to display your receipt. Take it with you to remember your space number and the time of day when your meter will expire. If you are running late (and provided that you will not exceed the time limit for your space), you are permitted to add more time by re-entering your space number at any of the city’s multi-space meter pay stations.
What do I do if a multi-space meter pay station is out of service?
If the multi-space meter pay station closest to your parking space is out of service, you will need to use a nearby pay station. Payment for any space marked by a space marker within the City of Saint Paul is accepted at any multi-space meter pay station. You must pay to park in a space delineated by a space marker during the times of enforcement, even if the closest pay station is malfunctioning.
Single Space Meters
What is a single-space meter?
Single-space meters are traditional parking meters. Single-space meters accept quarters, dollar coins, and parking cards.
How do I pay at a single-space meter?
To pay with coins, insert quarters or dollar coins until the desired amount of time is purchased.
To pay with a parking card:
- Insert card. The meter will display the value remaining on the card.
- After a few seconds, time will be added to the meter.
- Remove your card after the desired amount of time is purchased.
What do I do if a single-space meter is out of service?
If a single space meter is out of service, you are encouraged to report the malfunction by calling (651) 266-9776. This number can be found on all City of Saint Paul parking meters. Do not park at a malfunctioning single-space meter, as doing so is a parking violation and subject to citation.
Why is that meter painted yellow?
A yellow meter signifies that there is a 30 minute time limit at that meter.
Why is that meter painted red?
A red meter signifies that the meter has parking restrictions during one or both rush hours (7:00 AM-9:00 AM and 4:00 PM-6:00 PM Monday-Friday). Look for signs on the block and information available on the meter to determine when the rush hour parking prohibition is active.
What is a parking card?
A parking card is a pre-loaded card that can be inserted into any City of Saint Paul parking meter as payment. Parking cards can be loaded with up to $150 in value, and can be reloaded. Parking cards can be reloaded at the Traffic Operations building at 899 Dale Street North or downtown on the 8th floor of the City Hall Annex, located at 25 4th Street West. Parking card users are encouraged to reload their parking card rather than purchasing a new one.
Can I use my parking card at any meter in Saint Paul?
Yes. The single-space meters and multi-space meter pay stations both accept parking cards as payment.
Can I use my parking card in Minneapolis?
No. The City of Minneapolis no longer accepts parking cards.
