The terms of the cable franchise require the cable company to provide support for PEG ( Public, Education, and Government) access channels for City of Saint Paul.

The Saint Paul Neighborhood Network (SPNN) is a non-profit corporation with a contractual arrangement (Performance Agreement) to operate and manage the public and educational access channels in the City. SPNN also has a separate contract with Comcast.
