The Water Comprehensive Plan Chapter will cover three main areas:
There is no preceding or existing water plan; this will be a new process. What makes this chapter more difficult is the large number of laws and agencies that are devoted to water issues.

We will navigate the currents and eddies of regulations and agencies to make a simple yet expansive water chapter that reflects not only Saint Paul’s history on the Mississippi riverfront but that also encourages sustainable water practices.
