Overview

This license is for any additional retail operation within a restaurant or other food establishment that is not a wholesale food processor, manufacturer, or distributor but involves the processing and/or packaging of food products that are distributed to and/or sold at another location.

Note: All vehicles used to transport food products are required to have a separate food vehicle license.

Retail means the sale of food products directly to the consumer, usually in small quantities and not usually intended for resale. A wholesale establishment is where the total gross sales from the wholesale processing, manufacturing, and/or distributing operations exceed 50% of the establishment's gross sales. Wholesale food establishments in the City of Saint Paul are licensed by the Minnesota Department of Agriculture.

General Requirements

Environmental Plan Review
Any construction, remolding, or alterations to a food establishment requires that plans and specifications be submitted to the Environmental Health Section for review and approval.

Change of Ownership Review
When a food establishment changes ownership, an environmental review of the premises is required to determine compliance with the requirements of Chapter 331A of the City of Saint Paul City Code.

Environmental Fee
A fee is required for each environmental plan review or change of ownership review. See fees for required amount.

Permits and Other Approvals
Contact the Zoning Section [Ph: (651) 266-9008], Building Inspection [Ph: (651) 266-9007], and Fire Certificate of Occupancy [Ph: (651) 266-8989] for any other city zoning, fire, plumbing, mechanical, electrical, or construction permit requirements or approvals.

Expiration/Renewal


A Food Processing / Packaging / Distributing License will expire one year from date of issuance and may be renewed annually.
