Description of Work
General Duty Statement

Performs supervisory and management work enforcing animal control ordinances and regulations governing the capturing and impoundment of dogs and other animals; supervision of pest/rodent control activities; and performs related duties as required.

Works under the general and/or administrative supervision and direction of a manager or a department director.

Supervision Exercised

Exercises technical, general, and/or administrative supervision over assigned staff.

Typical Duties Performed

The listed examples may not include all the duties performed by all positions in this class.

  • Provides administrative management and supervision of the work unit including training staff, selection, discipline, budget execution, and changes to policies and procedures.
  • Responds to inquiries and complaints from Council members and/or their aides and to inquiries from the Information and Complaint Office.
  • Attends District Council and neighborhood meetings to hear citizen concerns and to provide information on laws, animal behavior, and procedures.
  • Attends functions at schools and other institutions to provide information on animal behavior and care.
  • Testifies in court regarding complaints and results of investigations.
  • Recommends new ordinances and amends existing ordinances to meet public needs.
  • Interviews and selects candidates for positions in animal control functions.
  • Explains animal control activities to civic, political, and other groups.
  • Supervises pest/rodent control activities.
  • Directs the maintenance of the facility; determines and maintains adequate levels of supplies.
  • Provides assistance to Animal Control Officers on new or unusual situations; informs staff of new or modified regulations and policies; trains new employees.
  • Schedules and assigns work; reviews quarantine release and work activity.
  • Directs care and feeding of impounded animals, observes animals for evidence of injury or disease, disposes of sick and unclaimed animals.
  • Euthanization of animals by injection method.
  • Supervises the nuisance animal abatement program.
  • Supervises activities dealing with the control and keeping of exotic animals.
Competencies
  • Considerable knowledge of animal behavior in an urban environment and the methods used to restrain, capture and/or destroy them as needed.
  • Considerable knowledge of the City and State laws and regulations relating to animal and pest control.
  • Considerable knowledge of the latest techniques and issues regarding animal and pest control in an urban environment.
  • Considerable ability to supervise staff assigned to animal control duties.
  • Considerable ability to work under short term pressure.
  • Ability to deal effectively and efficiently with animal owners and the general public.
  • Ability to deal effectively and tactfully with elected and management officials at all levels of City government.
  • Knowledge of intravenous, intracardiac injection techniques.
Requirements

Two years of college with general education course work in writing, science, and computer science, and six years of experience as an Animal Control Officer or Senior Animal Control Officer or equivalent. Must possess a valid class "D" Minnesota state drivers license or out-of-state equivalent with no suspensions or revocations for two years prior to the date of appointment (suspensions for parking related offenses excluded). Must possess a valid Minnesota non-commercial pesticide applicators license/certificate. Must maintain all licenses and certifications.
