Description of Work
General Duty Statement

Performs skilled level professional work in planning, organizing, and implementing a community based crime prevention program; and performs other related duties as required.

Supervision Received

Works under the technical, general, and/or administrative supervision of a unit or division manager.

Supervision Exercised

May exercise technical supervision over lower-level support, technical, or professional staff.

Typical Duties Performed

The listed examples may not include all the duties performed by all positions in this class.

  • Organizes and develops civic partnerships between the community and the department in the form of block clubs, block club networks, landlords and apartment manager associations/networks, business crime watches, and special task forces and coalitions to address crime related problems and issues in the neighborhood.
  • Provides assistance to the block clubs and other community network organizations in the form of research, technical support, education and training on crime prevention process and procedures, and referrals.
  • Acts as liaison between block clubs/networks and appropriate contacts with various units within the department, other city departments, city and county government, and other human services agencies to obtain necessary support and assistance for crime prevention activities.
  • Facilitates group meetings with block clubs and other community network organizations to identify crime related problems and issues, build group consensus, and establish problem solving strategies.
  • Conducts research and analysis and prepares reports relating to crime prevention at the request of the department, other city departments, City Council and other governmental officials, district councils, block clubs, and other community network organizations.
  • Develops and maintains an informational data base for departmental use and for block clubs/networks, landlords and apartment manager associations/networks, businesses, district councils, and other city departments' use.
  • Disseminates information about crime prevention programs, available resources, and appropriate contacts within the department, city and county, and other agencies.
  • Develops and designs informational and community outreach materials and forms for internal office or departmental use or block club use.
  • Develops and implements program guidelines and procedures.
Competencies
  • Considerable knowledge of crime prevention programs, principles, techniques, and strategies.
  • Considerable knowledge of crime related community issues such as problem property issues, landlord and management issues, and housing issues.
  • Working knowledge of laws, rules, and regulations relating to crime prevention and data privacy.
  • Working knowledge of structures, functions, and operations of city government, law enforcement agencies, and human services agencies.
  • Working skill in the operation and use of computer-based programs.
  • Considerable ability to plan, organize, and implement a work program.
  • Considerable ability to facilitate group meetings and build consensus.
  • Considerable ability to communicate effectively both orally and in writing.
  • Considerable ability to interact with a wide variety of people.
  • Working ability to work flexible hours including weekends, evenings, split schedules, and 24 hours on-call.
Requirements

A Bachelor's Degree in Criminal Justice, Sociology, Political Science, or a related field and two years full time experience in any one of the following:

  • Planning, organizing, and implementing a community based crime prevention program in a law enforcement or related agency, or equivalent.
  • Planning, organizing, and implementing a human services agency program, or equivalent.
  • Working as a community organizer in a formal established program.

Must possess a valid Minnesota Class D driver's license, or equivalent out-of-state driver's license, with no suspensions or revocations within the two-year period prior to the date of the examination (suspensions for parking-related offenses excluded).

Additional related experience may be substituted year-for-year for the bachelor's degree and additional related education may be substituted for up to fifty percent of the required experience.
