Deployment:

Electronic Control Device (ECD) operators will receive one ECD, a holster, a battery, and cartridges. Additional styles of holsters will be available for purchase on the uniform allowance directly through the uniform suppler under contract with the city.

ECD Program Coordinator

The training commander or ECD coordinator will be responsible to train DT/firearms instructors to be ECD Instructors.

Downloading Requirements:

  • Post-Deployment
    • After deployment of the ECD, it is the operator’s responsibility to download their ECD data. The ECD operator’s immediate supervisor will ensure that the download is saved in Evidence.com with corresponding CN and category.
    • The officer must also complete an incident and use of force report to include serial number, cartridge number, and the specific ECD application.
    • Supervisors will review the incident/use of force report to ensure it is accurate and complete.
  • Quarterly Download
    • All ECD operators will download the ECD data from their assigned device during the first week of the months of January, April, July, and October. The ECD data will be available on Evidence.com for review and comparison on an on-going basis by the training and internal affairs units.
  • Internal Affairs Download Audit
    • The internal affairs unit will have access to all ECD downloads for their review.

Electronic Control Device Unintentional Discharge

  • Whether on duty or off duty, whether inside the city limits or outside, the unintentional discharge of a department issued ECD will be reported immediately to the ECD operator’s direct supervisor for proper follow-up and documentation.
  • The ECD data must be saved (See General Order 479.00: Downloading Requirements)
  • The officer must complete an administrative report to include serial number, cartridge number, and a complete narrative description of all the facts and circumstances surrounding the accidental discharge of the ECD.
  • Process all portions of the used cartridge per the Evidence Collection procedures (See General Order 439.13: Evidence Procedures).
