Commercial Pedal Car Driver License


No person may drive a commercial pedal car without a commercial pedal car driver license.

Code Requirements
Search Chapter 374 of the Saint Paul Legislative Code for applicable ordinance regulating the licensing of “Commercial Pedal Cars.”

Definitions of Terms

Pedal Car: a non-motorized, human-powered vehicle similar to a bicycle, which transports passengers on seats attached to the bicycle and can be propelled by five or more passengers.

Pedal Car business: the business of operating a commercial pedal car.

Pedal Car driver: any person who is responsible for steering a commercial pedal car.

Application Requirements

You must submit a Taxicab, Pedicab & Pedal car Driver License Application; the required fee; a list of all residing addresses within the previous three (3) years; and, if applicant has held a drivers’ license in a state other than Minnesota within the three (3) years preceding application, applicant must provide an official copy of their driving record in that state.    

Every pedal car driver shall meet and maintain the following requirements in order to hold a pedal car driver license:

(i)  Possess a valid state driver’s license;

(ii)  Be a minimum of eighteen (18) years old;

(iii)  Shall not have been convicted of a felony within the past five (5) years;

(iv)  Shall have no more than three (3) moving violations within the past three (3) years;

(v)  Shall not have been convicted of careless driving, reckless driving or any violation of Minn. Stat. § 169A (driving while impaired) within the past three (3) years.

A pedal car Driver License will expire one year from date of issuance and may be renewed annually.
