The Office of Financial Services ("OFS"), Treasury Division manages the disbursement and receipt of all City funds, cash and investments, and debt management, including investor communications for the City and related entities. 

Debt Management

The City of Saint Paul sells General Obligation Tax Exempt and Taxable Bonds, and Revenue Bonds. The proceeds from the sale of General Obligation bonds are used to pay the cost of building the capital projects. All Revenue Bond fund specific programs or purposes. This process is administered by OFS Treasury.

City's Credit Rating

The City's bond ratings are a measure of the City's overall financial position. The City receives credit ratings on its general obligation bonds from two credit rating agencies. For rating reports, see the Investor Relations page.

The City's current ratings on general obligation bonds are:
Standard & Poor's - AAA/Stable
Fitch Ratings - AAA/Stable
