On September 2, 2016, the Saint Paul Planning Commission released the Outdoor Commercial Uses Zoning Study for public comment. The study recommends amending the existing outdoor commercial uses regulations in order to increase the number of zoning districts in which outdoor commercial uses are permitted, to clarify what constitutes an outdoor use by adding a definition, and to add additional standards to the current outdoor commercial use provision. The planning commission held a public hearing on October 14th, 2016 and voted to recommend approval of the proposed amendments to the City Council.

The City Council held a public hearing on January 18th, 2017.
