Energy Smart Homes

Energy Smart Homes provides no-interest loans to Saint Paul homeowners for the purpose of making energy saving upgrades.  Depending on income, homeowners may borrow 50% to 100% of the cost of the improvements.  No payments are required for 15 years or until sale or refinance of the house, at which time the entire loan principal is repaid.

There is no home equity requirement and no household income restriction. Financed improvements are determined by an Xcel Energy Home Energy Audit.

Qualified home energy improvements include:

  • Attic & wall insulation & air sealing
  • Furnaces
  • Boilers
  • Water heaters
  • Electrical and/or ventilation work related to above improvements

Energy Smart Homes is a partnership between the City of Saint Paul, the United States Department of Energy, and Neighborhood Energy Connection, which administers the program. Learn more at www.thenec.org
