Campus Boundaries Expansion Process Zoning Study

College, university, and seminary campuses located in residential areas are regulated as a conditional use in Saint Paul. This requires the institutions to received zoning approval from the Saint Paul Planning Commission when seeking to expand their campuses in residentially-zoned areas.

The Planning Commission is currently conducting the Campus Boundaries Expansion Process Zoning Study to evaluate the effectiveness of the process by which campus boundaries may be expanded in preventing negative impacts on surrounding neighborhoods. A public hearing on the proposed changes to the zoning code was held on August 21, 2015.

Comments received were reviewed by  the Neighborhood Planning Committee, and a memo to full Planning Commission, outlining the studies findings and amended recommendations, can be found here.
