Uniform Crime Reporting (UCR) Explanation

The Saint Paul Police Department classifies crime according to the FBI's UCR guidelines. This UCR Program provides a nationwide view of crime based on submission of uniform crime statistics by local law enforcement agencies throughout the country. To best depict total crime and to provide the most meaningful data to police administrators, it was determined that the UCR Program would collect data on known offenses and persons arrested.

Part 1 Definitions

  • Criminal Homicide: The willful (non-negligent) killing of one human being by another
  • Forcible Rape: Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim
  • Robbery: The taking or attempt to take anything of value from the care, custody, or control of a person or persons by force, threat of force or violence, or by putting the victim in fear
  • Aggravated Assault: An unlawful attack by one person, with use of a deadly weapon, upon another for the purpose of inflicting severe or aggravated bodily injury
  • Burglary: The unlawful entry of a structure to commit a felony or theft
  • Theft: The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another
  • Motor Vehicle Theft: The theft or attempted theft of a motor vehicle
  • Arson: Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, or personal property of another

Part 2 Definitions

  • Vandalism: The willful or malicious destruction, injury, disfigurement, or defacement of any public or private property, real or personal, without consent of the owner or person having custody or control
  • Weapons: Carrying or possessing weapons offenses, regulatory in nature
  • Prostitution and Commercialized Vice: Included in this class are the sex offenses of a commercialized nature
  • Drug Abuse Violations: Drug abuse violation arrests are classified on the basis of narcotics used

Quality of Life Definition

  • Quality of Life Crimes: A collection of incidents (excluding Part I crimes) which reflect a deterioration of living conditions
