Updates - September 2021

City Council adopted bike lane and parking changes on June 16, 2021. Recently, City crews have been out installing bike lanes and parking changes on Water Street and Fillmore Avenue.

At this time, crews cannot complete the bike lane striping because cars are illegally parked. To avoid a ticket, please obey current parking signs in the area.

Description
The Water Street and Fillmore Avenue Restriping Project will install bike lanes on both sides of the street from Plato Boulevard to Livingston Avenue in Saint Paul’s west side flats area. Parking regulations will be changed to create space for the bike lanes as well as respond to changing land uses.

The installation of on-street bike lanes is consistent with the adopted 2015 Saint Paul Bicycle Plan. The bike lanes will improve safety and comfort for people riding bikes. To provide space for the bike lanes, on-street parking will be removed along the south side of Water Street and Fillmore Avenue within the project limits.

This restriping project is also a chance to examine current parking regulations in the project area, which vary widely. In some areas, parking is limited to certain hours of the day or for certain lengths of time. In other areas, parking is currently prohibited. As development occurs along Water Street and Fillmore Avenue, the City has received requests from the community to consider changes to parking regulations to better serve changing uses in the area. 

A notification letter was sent to property owners along Water Street and Fillmore Avenue in mid April 2021. View letter below in Letters section.
