Saint Paul Public Works is resurfacing Territorial Road between Berry Street and Raymond Avenue in the fall of 2020. Improvements and changes to the street are proposed as part of that project.

Public Works is proposing to install bike lanes in the roadway when the street is resurfaced. In addition, dedicated left-turn lanes will be added on Territorial Road at the intersections with Eustis Street and Cromwell Avenue to improve safety. The addition of in-street bike lanes and left-turn lanes on Territorial Road will make the street a safer and more comfortable place for people who ride a bike as well as for people who drive.

Changes to On-Street Parking

Parking is currently permitted on both the north and south sides of Territorial Road, except for on the bridge over TH-280. To create space for the bike lanes and left-turn lanes, the following changes to on-street parking are proposed:

Parking will be prohibited:

  • south side of Territorial Road from Berry Street to Eustis Street
  • north side of Territorial Road from Westgate Drive to Raymond Avenue

Parking will continue to be permitted:

  • north side of Territorial Road from Berry Street to Westgate Drive
  • south side of Territorial Road from Cromwell to Raymond

Public Hearing

The proposed parking restrictions and striping recommendations will be presented to the Saint Paul City Council for approval on 6/17/2020. 

Public attendance at the City Council’s regular meeting location is not feasible due to the COVID 19 health pandemic. Members of the public may view City Council meetings online at or on local cable Channel 18.
