The City of Saint Paul is the only city in Minnesota to offer its residents the ability to receive a discount on cable TV services based on age, income and/or disability.
The Comcast cable franchise discount applies to seniors (65 and older), persons who are disabled or persons economically disadvantaged. A Comcast subscriber need only meet one of these criteria to receive the discount.* The Comcast discount applies to:
- $1 or 10% off basic cable TV service each month, whichever is greater
- 10% off other cable TV services each month
*Note, Comcast customers that receive bundled services or promotional discount(s), are ineligible to receive any further discounts including this cable discount. Additionally, the discount does NOT apply to telephone and data/internet services.
The discount is available to new and existing Comcast cable customers, but it is not automatic, nor retroactive. You must contact Comcast to begin the process. The CenturyLink cable franchise provides for needs-based discounts on cable TV services. Subscribers who qualify for discounts under the TAP or the Federal Lifeline/Link-up program (“Lifeline”) are eligible to receive a $5.00 discount per month on their cable service. Subscriber eligibility for TAP or Lifeline requires proof that the Person seeking the discount participates in at least one of these qualifying programs:
Medicaid/Medical Assistance; Food Support/Supplemental
Nutrition Food Assistance Program (SNAP)
Minnesota Family Investment Program (MFIP)
Supplemental Security Income (SSI)
Federal Housing Assistance (Section 8)
Temporary Assistance to Needy Families (TANF)
Low Income Home Energy Assistance (LIHEAP)
National School Free Lunch Program Proof individuals’ income is at or below 135% of federal poverty guidelines.
CenturyLink provides all cable service subscribers that participate in one of the above qualifying programs, or comparable programs if TAP or Lifeline no longer exist, a minimum of a $5.00 per month discount on Cable Service. This discount shall apply over and above any applicable discounts, including discounts applicable for bundled services (i.e. cable and non-cable services sold together at a discounted rate). This discount does NOT apply to telephone and data/internet services.
