2021 Proposed Water Charges
The Board of Water Commissioners will hold a public hearing on Sept. 8, 2020, to receive comments on the proposed 2021 budget, which includes water charges.
After the Board holds their regular meeting following the public hearing, they may vote on the proposed budget. The Board may vote to send the proposed budget for approval to the Saint Paul City Council as part of the city’s budget process.
If the Board recommends approval by the City Council, the City Council will hold public hearings on the overall city budget, of which the water budget is a part.
If approved there, the City Council will establish the water charges by resolution following a public hearing as part of the 2021 budget actions.
The proposed charges, if approved, will be effective as of January 1, 2021.
Proposed water charges in 2021 include:
- a water service base fee, based on water meter size.
- a water-usage charge, based on water volume rates and consumption.
- a water main replacement surcharge, based on consumption. For the cities of Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights, and West Saint Paul.
- a Right of Way Recovery fee. For the residents of Saint Paul only.
Water Service Base Fees proposed for 2021
The 2020 water service base fees and the 2021 proposed water service base fees are shown below. They remain unchanged in 2021, except for Mendota Heights, whose rates have gone down in accordance with their contract.

Water Usage Charge
The 2020 water volume rates and the 2021 proposed water volume rates are shown below:

Water Main Replacement Surcharge
The 2021 proposed water main replacement surcharge is $0.20 per billing unit of water used for the cities of Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights, and West Saint Paul.
For a single family, residential property using 17 units a quarter, this would amount to $3.40 per quarter for these communities where the infrastructure is owned by SPRWS. This is unchanged from 2020.
Impact on a Typical Residential Customer's Water Bill
Typical water consumption for a single family, residential property is 17 units (12,716 gallons) per quarter. (68 units or 50,864 gallons per year.)
The result of the combination of:
- the water service base fee
- the water usage fee (water volume),
- the right of way recovery fee (Saint Paul Residents)
- the water main replacement surcharge
for a single family, residential property with a meter smaller than one inch or has a 1" single-family meter would be $313.04 a year for water.
This means that the typical family, using 50,864 gallons of tap water per year, pays $0.006 cents per gallon of water, or receives about 1.6 gallons of water for a penny.
This is up from the $305.56 for water charges for the year in 2020. This is an increase of $7.48 per year or a 2.45 % increase for the typical customer.
Minnesota State Drinking Water Fee
The state of Minnesota charges an annual fee to all water accounts. In 2021, that amount will be $9.72.
This will appear on SPRWS water bills at $2.43 a quarter for residential bills or $0.81 a month on commercial water bills.
Right of Way Recovery Fees for City of Saint Paul Customers
Right of Way recovery fees were introduced by the city of Saint Paul in 2012 as a means to obtain reimbursement for costs the city of Saint Paul incurs as a result of buried infrastructure owned by the water utility situated within the city Right of Way. These fees will remain unchanged for 2021.
