About the Capital Improvement Budget (CIB) Committee 

The Capital Improvement Budget Committee is a group of 18 members, appointed by the Mayor using the following criteria:

  • 18 members
  • At least four members shall be appointed from each Minnesota senate district located entirely within the City (64, 65, and 67)
  • At least two members shall be appointed from each senate district located partly within the City (66)

(also required by State law, Sec. 28. Laws 1971, chapter 773, section 2, as amended by Laws 1978, chapter 788, section 2, Laws 1983, chapter 302, section 2, Laws 1988, chapter 513, section 2, and Laws 1992, chapter 511, article 9, section 24)

Powers & Duties

  • Reviewing and ranking all proposals for physical improvements to public land and buildings
  • Recommending a bi-annual budget to fund capital improvements such as street reconstruction, park improvements, and the renovation of libraries and recreation centers
  • Reviewing all proposed amendments to the approved budget
