A business operating a theatre, motion picture theatre, adult motion picture theatre, mini-motion picture theatre or adult mini-motion picture theatre must get a Theatre or Movie Theatre license. Theatre means a building or portion of a building in which any motion picture, play, dance or other performance is presented before and audience. If you have questions, contact DSI at 651-266-8989, or email the DSI Message Center.

License Classifications

The motion picture theatre/theatre licenses are classified as follows:

Class A- Mini-motion picture theatre/theatre.

Class B- Motion picture theatre/theatre.

Class C- Adult mini-motion picture theatre/theatre.

Class D- Adult motion picture theatre/theatre.

Notification Requirements

At least thirty (30) days before a public hearing on an application for a license, the department of safety and inspections shall notify by mail all owners and occupants who own property or reside within three hundred (300) feet of the property line of the establishment to be licensed, and all community organizations that have previously registered with said department, of the time, place and purpose of such hearing. 


Your application will be administratively reviewed by DSI Licensing, Zoning and Fire Inspection staff. This review may include on site inspections(s) to verify compliance with applicable regulations. You will be informed of any required inspections including the name and telephone number of the inspector after the submission of a completed license application. The location must be in compliance with all applicable regulations and/or license conditions before any license may be issued.


The annual fee for a Theater and Movie Theater License is $191.00 per location.


The Theater and Movie Theater License will expire one year from date of issuance and may be renewed annually.
