Section 183.04 of the Saint Paul Legislative Code and the
Rules Governing Affirmative Requirements give the City of Saint Paul the authority to monitor contractors' affirmative action and equal employment opportunity efforts.
These regulations apply to any vendor, regardless of the nature of its business, whose total accumulated contract awards by the City of Saint Paul
meet or exceed $50,000 within the preceding twelve month period.
Note: This is true whether one contract equals $50,000 or several contracts within a one-year period total $50,000.
When the $50,000 threshold is met, a vendor must:
- Develop an Affirmative Action Plan that is to be maintained at the vendor's office and be available for inspection should the Compliance Officer make an on-site visit
- Maintain written records of all personnel activities
and documentation of Good Faith Efforts to recruit
and hire women, minorities and people with disabilities
- Submit the $75 Affirmative Action Plan Registration Fee
The
Affirmative Action Program Registration is a short-form certification that the vendor provides to the City of Saint Paul in lieu of a full
Affirmative Action Plan.
