PROJECT UPDATE (JULY 16, 2010) :
The Payne Maryland Project has made steady progress over the last few months as it works towards the completion of the Schematic Design and Development Agreements. The partner planning group is responding to a range of community input received from the visioning process and large community meeting held in January of this year. Over the next month, the partner planning group will be working with the District 5 Payne Phalen Planning Council to schedule a community meeting to unveil the Schematic Design.

In 2006, a grass-roots discussion began in the Payne and Maryland neighborhood about ways to deliver services and make a difference in the community.  From that beginning, a two-year planning effort resulted in publication of the “Payne Maryland Neighborhood Vision Framework” in July 2008.  This document envisions a creative partnership of agencies to find synergy and relevance to the community through collaboration in a way that far surpasses what would be realized individually.  Rooted in innovative thinking, the Vision Framework suggests opportunity to support multi-function sharing of spaces, utilizing new technologies and enhanced sustainability, and becoming a catalyst for community connections and investment.

The partnership formed from this Visioning effort involves the City of Saint Parks and Recreation Department and Public Libarary, Arlington Hills Lutheran Church, Bradshaw Celebration of Life, and Merrick Community Services, collectively known as the Payne-Maryland Partnership.  This dedicated group of community organizations under the direction of Mayor Chris Coleman and Ward 6 City Council Representative Dan Bostrom, are joining forces to create a vibrant center for the community.  The Payne Phalen District Five Planning Council has been involved as a community outreach partner throughout the planning, and continues to coordinate the efforts of the Partners in community involvement.

The Payne Maryland Project will be a public/private partnership.  The proposed facility will encapsulate the programming needs of the Arlington Recreation Center, the Arlington Hills Library, Arlington Hills Lutheran Church, Bradshaw Celebration of Life Centers, Merrick Community Services, and possibly other community service organizations into a new and exciting community center.

The new center will transform the surrounding neighborhood of Payne and Maryland Avenues into a vital hub of activity.  The bold plan is expected to provide inspiration for investment in the community and support services for the region.  Vision Plan (PDF file)


Phase 1

The City has identified funding for Phase I Schematic Design.  An architectural design team will engage the community and the Partnership to develop the activities and spaces program, the organization of the site and building, and beginning sketches of how it may look.  Phase II design work will follow and will develop the actual design elements and construction documents to complete the project.


Project Schedule

The preliminary project schedule sets a goal to begin the site preparation construction in the fall of 2010, with building construction continuing into 2012.  This ambitious schedule will include several methods of public presentation.  Community-wide public presentations will be made to gather input; meeting schedules will be posted here in the future.
