The Contract Compliance and Business Development Division ensures that the entire community can participate in the economic life of the City of Saint Paul. Contract Compliance is responsible for several compliance and business development functions which include:

  • Assisting contractors who are currently doing business with the City of Saint Paul meet their contractual obligations under their contract
  • Assisting minority-owned, women-owned, small businesses and Section 3 businesses learn about and seek business opportunities with the City of Saint Paul, including training and capacity building
  • Ensuring contractors doing business with the City of Saint Paul have an up-to-date and approved Affirmative Action / Equal Employment Opportunity plan
  • Ensuring prevailing wage requirements are met

The City of Saint Paul Contract Compliance division provides yearly and quarterly data on all compliance areas.

Quarterly Reports  
Contract compliance publishes quarterly reports detailing all ongoing activity on St. Paul projects, as well as activity on projects opened and closed in the previous quarter. View the Contract Compliance 3rd Quarter, 2015 Report.

Monthly Major Projects Report
Contract compliance monitors large development projects in the City. The Monthly Major Projects Report offers a snapshot of Affirmative Action, Vendor Outreach, and HUD Section 3 goals, and provides updates on Labor Standards compliance monitoring. 

Community Partners
To help small businesses participate in public contracting opportunities, Contract Compliance works closely with numerous community partners that provide resources and training opportunities to local small businesses and residents. 

Through the Community Technology Empowerment Project (CTEP), Contract Compliance has partnered with the St. Paul Public Libraries to provide assistance for businesses navigating the city's compliance and procurement systems. Businesses needing technical assistance on city compliance systems can now visit Saint Paul Libraries for technical support. St. Paul Public Libraries also offers resume and computer skills classes.
