MnDOT's Hwy 51/Snelling Ave. and Montreal Ave. study - St Paul

MnDOT is studying Snelling Ave. and Montreal Ave. from Dayton Ave. to Hwy 5/West Seventh St. in St. Paul to understand what needs and opportunities exist in the area to help inform future projects along the road including a planned resurfacing project scheduled for construction between 2030 and 2031. Help care for the newly planted trees

A young tree needs about 20 gallons of water a week. Place a hose close to the tree and run the water at a trickly for about 2 hours once a week.

Protect young trees from damage by nearby sidewalk furniture, activities, or equipment. Trees can die from bark damage.

Public Art on Grand Avenue

Thanks to everyone who took the Public Art survey for Grand Avenue between Snelling Avenue and Fairview Avenue. Your survey responses will help inform the artist who will create the public art to be installed in the project area. As part of street reconstruction projects 1% of the project cost is dedicated to public art. The public art budget for the Grand Avenue project is $40,000.

Saint Paul’s 1% Public Art Ordinance: Quick Overview

Saint Paul’s Public Art Ordinance arose from the aspiration and vision of civic leaders, artists and the community for a creative city at the headwaters of the Mississippi River. It arose from decades of exploration and observation as the City planned its future, as its population diversified, and as the practice of public art evolved. The Ordinance emerged in 2009 as a powerful tool that places artists at the core of civic action in shaping the form and experience of the city.

Adopted in 2009, this ordinance mandates dedicating 1% of eligible capital project budgets toward public art, ensuring that art is built into city development from the start. Managed in collaboration with Public Art Saint Paul (PASP), the city's nonprofit art partner, artists are embedded early in planning to help shape public spaces in meaningful ways.

Water Service Repair between Macalester & Cambridge streets Scheduled for August 19
- Water service repairs to address a leak on Grand Avenue are scheduled for tomorrow, Wednesday, August 19. The water service leak is located under the north curb in front of 1655 Grand Avenue, between Macalester and Cambridge streets.
- Construction is scheduled to occur on Wednesday, August 19 from 7 a.m. to 6 p.m.
- To make the needed repairs, water service will be shut off to some properties from 11 a.m. to 4 p.m. All properties being impacted by this work were notified by Saint Paul Regional Water Services on Monday, August 17.
Traffic Impacts
- The westbound driving lane on Grand Avenue will be closed between Macalester Street and Cambridge Street.
- No parking will be allowed on the north side of Grand Avenue between Macalester Street and Cambridge Street.
- There will be additional temporary traffic impacts as the curb is replaced and the road repaved after the water repairs are completed.
- Please follow all posted signs.

Grand Avenue and Snelling Avenue Intersection Improvements in 2026

The intersection of Grand Avenue and Snelling Avenue will be improved in 2026. The intersection construction project includes:
- Bumpouts at all four corners to improve pedestrian crossings at the intersection
- New traffic signal
- Sewer and water utility work
- Street resurfacing of the intersection
Construction is anticipated to start in mid- to late-June and be completed by the end of August 2026.
Anticipated traffic impacts and business access during construction:
- Snelling Avenue is anticipated to remain open to traffic, with at least one lane in each direction, throughout most of the construction. There will likely be limited closures to Snelling Avenue needed, especially for resurfacing work.
- Grand Avenue is expected to be closed to vehicle traffic at the Snelling Avenue intersection. The work area is expected to be contained to the intersection. No parking signs will likely be in place on Grand Avenue just east of Snelling Avenue.
- Local access to businesses and properties on Grand Avenue will be maintained from Fairview Avenue and Hamline Avenue.
- Access to businesses and driveways will be maintained.
- Pedestrian access to businesses will be maintained.
- Metro Transit buses will be rerouted as needed.

Saint Paul Public Works Sewer Utility will be doing work to rehabilitate the sanitary sewer that serves Grand Avenue. The sanitary sewer will be repaired by installing a new pipe liner inside the existing sewer line as part of the Grand Avenue Reconstruction project.
The sewer work required the completion of the Grand Avenue roadway before the contractor could proceed with the sewer lining work. Additionally, to reduce overall impacts this work has been scheduled to occur during the Macalester College spring break and before the Grand Avenue and Snelling intersection construction.

Help protect the new Grand Avenue sidewalks: Salt harms new concrete
Try sand or grit instead
To ensure long-lasting, durable concrete, please do not use salt or ice melt on newly poured sidewalks this winter. Your participation is important to the quality and longevity of the concrete surfaces.
Why skip the salt?
- New concrete is weakest during its first year.
- Salt accelerates the freeze/thaw cycle that could result in chipping or cracking of the concrete.
- Sand or grit (sold as chicken, poultry, or cherry stone grit) is a great alternative for increasing traction on icy surfaces.
Help care for the newly planted trees
A young tree needs about 20 gallons of water a week. Place a hose close to the tree and run the water at a trickly for about 2 hours once a week.
Request a FREE watering bag by calling Parks and Recreation at 651-266-6400 or completing the online watering bag request form.
Protect young trees from damage by nearby sidewalk furniture, activities, or equipment. Trees can die from bark damage.

2-month closure of the Grand Avenue and Fairview Avenue intersection begins April 14
The Grand Avenue and Fairview Avenue intersection will close for 2 months beginning Monday, April 14. This intersection closure is needed while crews replace underground utilities, rebuild the road, install the new traffic signals, install the pedestrian ramps, and restore the roadway with pavement. This intersection work is anticipated to be completed by mid-June.
Vehicle traffic will be detoured using Cleveland, Marshall, and Snelling avenues. No trucks are allowed on Summit Avenue.

Xcel is relocating a gas line and replacing gas lines, meters, and valves on the front of the buildings on the south side of Grand Avenue. Xcel will coordinate with property owners as needed.
Traffic and parking impacts:
- Grand Avenue will remain open to traffic.
- No Parking will be allowed on the south side of Grand Avenue between Cambridge Street and Macalester Street and on Cambridge Street just south of Grand Avenue.
- Sidewalks may be closed. Sidewalk access will be maintained on the north side of Grand Avenue.
- Business and property access will be maintained.
- Please follow all posted signs.
Grand Avenue closed March 17 and 18 for tree removals
Portions of Grand Avenue between Cambridge Street and Snelling Avenue will be closed on Monday, March 17 and Tuesday, March 18. Each block is anticipated to be closed for one day from 9 a.m. to 5 p.m. for tree removals. No parking will be allowed on Grand Avenue while each block is closed. The work is weather dependent and may be rescheduled if needed.

- March 17 - Grand Avenue closed between Cambridge Street and Macalester Street
- March 18 - Grand Avenue closed between Macalester Street and Snelling Avenue
Detours and access
- Drivers will be detoured around the closure using Snelling Avenue, St Clair Avenue, and Fairview Avenue
- Macalester Street intersection will remain open across Grand Avenue
- Pedestrian access will be maintained
- Businesses should have deliveries use the alley or park on adjacent side streets

- Pedestrians should use the south side of the sidewalk along Grand Avenue, except as directed.
- Please follow any posted detour signs.
- When work occurs in intersections, there will always be one north/south and one east/west crossing available.

Right of Way usage:
- Curb-to-curb width narrowed from 55 feet to 48 feet (7-foot roadway width reduction)
  Left turn lane remains at 10 feet
  Travel lanes narrowed from 13 feet to 11 feet
  Parking lanes narrowed from 10 feet to 8 feet
- Total non-vehicle space widened from 24 feet to 32 feet
  Sidewalks remain at 6 feet in residential areas, 8 feet in commercial areas
  Boulevards widened from 6 feet to 10 feet in residential areas, 8 feet in commercial areas
  In commercial areas with paved boulevard space, sidewalk space widened from 12 feet to 16 feet
Intersections:
At unsignalized intersections:
- Bumpouts installed at each non-signalized intersection narrowing crossing distance from 55 feet to 36 feet.
At Fairview Avenue:
- Bumpouts are proposed to be installed at each intersection quadrant, narrowing crossing distance to 36 feet.
At Cambridge Street:
- The intersection will feature different improvements in order to facilitate safe crossing for students of the adjacent Hidden River Jr High.
- West leg of Grand Avenue:
  Sidewalk: 8 feet
  Boulevard: 8 feet (paved on the south side, landscaped on the north side)
  Sidewalk extension: 6 feet (on the south side)
  Through-lanes: 11 feet (westbound) / 13 feet (eastbound)
  Parking lane: 8 feet (westbound)
  Center median island: 10 feet
- East leg of Grand Avenue:
  Sidewalk: 8 feet
  Boulevard: 8 feet (paved on both sides)
  Sidewalk extension: 6 feet (on both sides)
  Through-lanes: 13 feet
  Center left turn lane: 10 feet
Between Macalester Street and Snelling Avenue:
- The block segment will feature a unique layout which will be carried forward from a previous project done in coordination with Macalester College and Public Works in 2008. This project constructed the center median and established the current layout. The reconstruction will narrow the street width to be in line with the other segments of Grand Avenue but will maintain the existing layout between the crossing points. - Grand Ave block segment between the east and west mid-block crossings:
  Sidewalk width: 8 feet
  Boulevard width: 14 feet
  Roadway width: 36 feet
  Through-lanes: 14 feet
  Center median: 8 feet
- Mid-block crossings through this section will be consolidated down to two from the existing three points. These crossings will be improved to legal crossings with signage, marking and be raised in order to maximize accessibility and traffic calming through the college campus.

Investing in Saint Paul Streets: Common Cent

A portion of this street reconstruction project will be paid for by a 1% local option sales tax, called Common Cent. This sales tax was approved by Saint Paul voters in November 2023. A portion of the project will also be funded through assessments to property owners adjacent to the project. The estimated assessment rate is based on a third-party special benefit analysis of the property values in the project area. Property owners will receive a notice of the estimated rate and date for a public hearing when estimated rates are available.
