Project Overview

At the request of Councilmember Tolbert, the City of Saint Paul Parks and Recreation has secured City Council pre-design funding to conduct a preliminary study on repurposing the Highland 9 golf course (Ward 3, District 15). This preliminary study examines only the 9 hole golf course, and not the adjacent 18 hole golf course. There is currently no additional funding for design or construction.

Councilmember Tolbert requested this study to provide the community with well researched and accurate information on the potential of the Highland 9 golf course for recreational and park purposes, and as an opportunity for continued evaluation of how to best utilize our limited park space for modern needs within the 27 holes of golf available in our neighborhood park.

Parks and Recreation staff will analyze the site, review the citywide park system needs for athletic and recreation facilities, and develop a preliminary cost estimate for discussion.

Project Updates

January 7, 2020:
As discussed during Public Meeting #3, city staff will present the preferred concept to the Parks and Recreation Commission on January 9th at Martin Luther King Community Rec Center (271 Mackubin St). beginning at 6:30pm. A public comment period will occur immediately at the beginning of the meeting and refer to the Parks and Recreation Commission website for full meeting details. As a reminder, there is no additional funding for further planning, design or construction.

December 12, 2019:
The presentation and boards for public meeting #3 are located above. Please respond with comments to Brett.Hussong@ci.stpaul.mn.us by December 20th. Parks and Rec staff will complete the visioning study document and present to the Parks  and Recreation Commission in January 2020. The project will be considered complete after presenting to the Parks and Rec Commission. There is no funding for further design or construction.

December 3, 2019:
Please join us Wednesday December 11th from 6:00-7:00pm at Public Meeting #3 for the Highland 9 Golf Course Visioning Study. The meeting will be held at the Charles M. Schulz - Highland Arena north meeting room (800 South Snelling Ave). We’ll review the engagement process, citywide recreational trends, site analysis, and the preferred concept plan based upon the community input. As a reminder, Saint Paul Parks and Recreation secured funding from City Council pre-design funds to conduct the preliminary study about repurposing the Highland 9 golf course (Ward 3, District 15). Parks and Recreation staff will review the meeting comments and develop a preferred concept. As a reminder, there is no additional funding to complete further analysis (economic, traffic), planning, design or construction. 

November 6, 2018:
Please join us Monday November 19th from 6:00-7:30pm at public meeting #2 for the Highland 9 Golf Course Visioning Study. The meeting will be held at Gloria Dei Lutheran Church (700 Snelling Ave S). We’ll discuss recreation trends, site analysis, and review preliminary concept plans. The study examines only the 9 hole golf course, and not the adjacent 18 hole golf course.
