Snow Emergency Declared - 2/19/2026

A Snow Emergency for Saint Paul is now in effect.

UPDATE 2/20 4:15 p.m.

Crews are still out on Day Plow Routes. If your street has not been plowed, please do not park in areas that have not been plowed.

Beginning at 9 p.m. tonight, Thursday, February 19, all NIGHT PLOW ROUTES will be plowed. Do not park on Night Plow Routes, which include downtown and all streets with signs posted "NIGHT PLOW ROUTE" and "NIGHT PLOW ROUTE THIS SIDE OF STREET."

Vehicles which are not moved from Night Plow Routes by 9 p.m. on 2/19/26, will be ticketed and towed.

Beginning at 8 a.m. tomorrow, Friday, February 20, all DAY PLOW ROUTES will be plowed. Do not park on Day Plow Routes. Day Plow Routes are not marked by signs. If there are no “Night Plow" signs posted within the block, then consider it a Day Plow Route.

Vehicles which are not moved from Day Plow Routes by 8 a.m. on 2/20/26, will be ticketed and towed.

A Snow Emergency lasts 96 hours, or until February 23, 2026 at 9 p.m.

Please note: Ticketing and towing will occur with this snow emergency. The temporary towing ban that Mayor Her put in place on January 19 will be suspended until Tuesday, February 24.

STATEMENT FROM MAYOR HER: After last night's heavier-than-expected snowstorm, I am calling the first snow emergency of my administration. The ice ruts that plagued our streets for weeks just melted. I won't risk relying on unpredictable spring weather to melt or meaningfully clear our streets, and I am confident our professional group of plow drivers, ticketing crews, and city staff will get the job done.

WINTER REMINDERS

  • Shovel your sidewalk. Saint Paul City Ordinance requires snow and ice to be removed from sidewalks within 24 hours. Corner property owners should shovel curbs, walkways and crosswalks to the street. 
  • Do not push snow out into the streets.
  • Do not place recycling and garbage carts in the street. Carts should ONLY be kept in the boulevard or at the end of the driveway.
  • If you are able, please shovel hydrants out and clear snow and ice off storm drains to prevent street flooding.
  • Free off-street parking is available during the first 24 hours of a declared Snow Emergency (Night and Day Plow Phases) from 5 p.m. to 5 p.m. at the Block 19 Ramp (145 E 7th Street) located at Jackson and 7th Street in downtown Saint Paul. 
  • Ramsey County offers free Warming Shelters and transportation from select locations. More information can be found at www.ramseycounty.us/warmingspaces

Important update to Saint Paul snow emergency text alerts

The City of Saint Paul is improving the reliability of our snow emergency text alerts. Starting December 18, snow emergency text messages will come from a new phone number: (844) 543-2402.

Please save this number in your contacts so you don’t miss important parking and plowing updates. You don’t need to take any other action—your subscription will continue as normal, just from a new number.

Everbridge Resident Connect 

In 2024, the City of Saint Paul started using Resident Connect to send recorded voicemail message when a Snow Emergency has been declared. These messages are automatically sent to phone numbers publicly registered in Saint Paul. This is NOT using the Integrated Public Alert & Warning System (IPAWS).
