Alert: Department Phone & Bill Payment Information

While many city services remain available, some may be temporarily delayed or disrupted due to limited system access at this time. We appreciate your patience and understanding as we work to bring systems fully back online.  

Bill Payments 

You can securely pay your quarterly garbage bill or any other assessment in the following ways:

  • Mail a check using the provided return envelope
  • Pay online or set up autopay options through the City’s secure third-party payment vendor: Pay My Garbage Bill. All online payments are processed securely through Old National Bank and do not go through City servers.

Quarterly garbage bills are due September 1, 2025.

Annual storm sewer charge bills are due November 1, 2025.

Bills are available online and can be viewed and paid now at stpaul.gov/assessments with check or credit/debit card. Autopay is also available. Please note that the assessments link is not accessing the city's system: https://eproperty.logis.org/stpaul/assessments/search​​

Additional billing and service updates will be shared as needed on the website.

Vendor Payment Portal (ACH)

To view fees and assessments online or to make an online payment, click the Assessment Lookup.  Properties can be looked up either by street address or by parcel identification number.

**** Payments made online are considered paid on the date the payment is made but will post in our system the following business day.  (example: payments made on November 15th are not considered late).

Note: Garbage Invoices were mailed on August 1, 2025 and can be paid online using the secure bank portal or by mailing a payment to the address below.

Fee and Assessment Payment Options

You may select from the following payment options:

1.     Detach the bottom portion of your invoice and mail it with your payment to:

                           Saint Paul MN 55164-0127

Multiple fees and assessments can be paid with one check.  Please include payment stubs or write your Property ID number on your check.

2.     Pay online from your checking/savings account.  No additional fee.

3.     Pay online using a credit/debit card.  Bank fee of 2.49%.

4.     Pay through your own online banking.  Please include your Property ID number in the memo.

        ** Payments can not be made over the phone **

Customer Lobby Hours

  • 8:00 am - 4:00 pm Monday - Thursday
  • Customer Lobby is closed on Friday
