Billing Process Changes

  • Quarterly bills will be sent from the City of Saint Paul as an assessment on your property.
  • Garbage bills will be sent after the quarterly service period.
  • There are no late fees for delayed payments.
  • If a bill is unpaid by November 15, it will be placed on your property taxes and a fee will be added at 5.95%

Timeline: Quarter 2 Bills (Services from April 1 to June 30, 2025)

  • Mid-May: Estimated bills were posted on the City's assessments page: stpaul.gov/assessments
  • Early August: First bill from the City of Saint Paul mailed to property owners.
  • Bills will be due one month after they are received. Due date will be posted on the invoice.  

Additional Details

  • Invoices will be sent directly to property owners as an assessment. Bills cannot be placed in a tenant's name.
  • You will only receive a yard waste bill if you have a Seasonal Yard Waste Subscription.
    • If you are billed for yard waste service but did not receive a yard waste cart, please contact the Solid Waste & Recycling Team.
  • Services for yard waste will be sent as a separate invoice.

Garbage Rates

All households with one to four units must have a garbage cart and active service for each residential unit. Here's what you should know about garbage rates:

  • Garbage rates will be adjusted every April.
  • Your collection frequency and cart size determine your garbage rate.
  • Every household pays an annual Solid Waste Fee. This is added to your Ramsey County property tax statement.
    • This fee covers carts, administration, illegal dumping clean-up, and outreach efforts.
  • Extra collection services are available. Cost varies.
  • An option to opt-out of garbage collection or share a cart option will be available for sign-up in late 2025.

Ways to Pay Your Garbage Bill

How Do I Pay for Recycling?

Recycling service is automatically included in your Ramsey County property taxes.

You won't receive a bill for recycling collection. Instead, you'll see a charge on your annual property tax statement. This fee covers the cost of carts, program administration, clean-up programs, recycling collections, the recycling drop-off center, education, and outreach.

The 2025 Annual Recycling Fees are listed below. They differ by the number of units at a residential property.

When moving, your recycling service fee will automatically transfer to the new property owner. Learn more about transferring service.
