STATUS

Garbage Cart Sharing has approved by City Council. Application is available. 

INTENTION 

Beginning January 1, 2026, residents in multi-unit properties will be allowed to reduce the number of garbage carts at their property if they do not need one (1) for each unit. This option would help reduce service costs for those residents who produce low waste. 

QUALIFYING PROPERTIES  

Garbage cart sharing is only available for properties which meet the following qualifications  

  • A residential building with two (2) or more dwelling units, such as a duplex, triplex, or 4-plex, which is automatically included in the City’s Coordinated Garbage Collection Services.  
  • A residential building with five to eleven (5-11) units which has opted into the City’s Coordinated Garbage Collection Services.  
  • A residential, mixed-use building which has opted into the City’s Coordinated Garbage Collection Services.
  • Adjacent two to four (2-4) dwelling units which have the same property owner.  

HOW TO APPLY

Property owners who wish to apply must complete an online application. If you own multiple properties and wish to apply for cart sharing at more than one of them, please submit one application for each. 

Requests will only be considered if they are submitted by the property owners or a property management company. Tenants cannot make requests that will affect the garbage bill without approval from the property owner or manager.

Applications will be reviewed in the order which they are received. Request volume is currently very high, so response time may be up to three weeks. Once approved, cart sharing at the property will go into place the first of the month following the approval.

There is no fee to apply.  

GUIDELINES

  • A property (lot) may use one (1) cart for trash collection if it contains:  
  • A residential building containing two (2), three (3), or four (4) Residential Dwelling Units;  
  • A residential building containing at least five (5) Residential Dwelling Units where the Lot owner has opted into the Residential Coordinated Collection services under this Chapter, and the owner agrees to allow the dwelling-units in the building to share one (1) or more carts for trash collection.  
  • Adjacent two to four (2-4) dwelling units that have the same property owner may request dumpster service from the city. If the city’s designated contractor city services are unable to provide dumpster service, the property owner may contract with a private hauler with city approval.   

PENALTIES  

Cart sharing is intended for properties which do produce a low amount of waste. If garbage carts are overflowing at a property, the city reserves the right to revoke cart sharing privileges.

  • The first overflow trash bag will result in an education tag being left on the Lot’s shared cart or dumpster.
  • If the Lot has a second overflow trash bag within any two- (2) month period from the first overflow, the City will notify the property owner that if a third overflow trash bag occurs within two (2) months of the first overflow, a sixty-four (64) gallon cart will be delivered and charged to the Lot owner.  
  • If the Lot has a third overflow trash bag within two (2) months of the first overflow, a sixty-four (64) gallon cart will be delivered and charged to the Lot owner by the first day of the following month of residential collection service.  
  • If a Lot with a shared sixty-four (64) gallon cart experiences three (3) instances of overflow trash bags within any two- (2) month period, the Lot’s cart-sharing privilege will be revoked, and a sixty-four (64) gallon cart will be delivered to each RDU on the Lot by the first day of the following month of residential collection service.
