Capital City Bikeway Kellogg Boulevard Phase 3

Project Schedule 

• Complete Summer - Fall 2025: Concept Design and Community Engagement. Develop corridor goals and project concepts using feedback from the community, policy and guidance from adopted plans, and technical engineering constraints.
• Ongoing Fall - Winter 2025: Preferred Concept Refinement. City staff will share the preferred concept with the community and get feedback. Throughout the months of October, November, and December 2025 the project team will be refining the preferred concept. Tweaks can be made to the design based on feedback in this phase.  
• Spring - Winter 2026: Detailed Final Design. Once the preferred concept has been decided, city engineering and planning staff will work on the details of the design. Updates will be shared with the community along the way to make sure the design is consistent with community expectations.
• Spring - Fall 2027: Bidding and Construction. The reconstruction of Kellogg will take most of spring, summer, and fall. City staff will provide regular updates to the community about construction impacts, detours, and progress.

Planning and Design Guidance

In addition to active public and stakeholder engagement, the reconstruction of Kellogg Boulevard is being guided by adopted plans and funding requirements: 

• Capital City Bikeway Network Study and Design Guide. Kellogg Boulevard is the southern leg of the Capital City Bikeway, a network of separated bikeways in downtown.
• Saint Paul Bicycle Plan. The updated Capital City Bikeway network was incorporated into the Saint Paul Bicycle Plan updated in April 2024.
• Saint Paul Street Design Manual. The Street Design Manual was approved by City Council in 2016 and is a tool for staff to ease implementation of complete streets and guide the design of all future street projects.
• Municipal State Aid Standards. Kellogg is a Municipal State Aid (MSA) Street within MnDOT’s right-of-way. As an important connector for all modes, Kellogg will be reconstructed to meet the standards of the MSA system.
