Description
The Capital City Bikeway will be extended along Kellogg Boulevard from West 7th Street to John Ireland Boulevard in 2027. The bikeway will be located on the north/east side of Kellogg Boulevard linking Grand Casino Arena to the Minnesota History Center. The Capital City Bikeway will play a key role in connecting downtown Saint Paul destinations. As a part of this improvement, Kellogg Boulevard will be reconstructed to replace the roadway pavement, sidewalks, curbs, and underground utilities.

    Capital City Bikeway Open House Materials

    Thank you to everyone who attend the Capital City Bikeway Open House on October 23, 2025 at the Minnesota History Center. At the event, staff answered questions and presented the preferred concept design for Kellogg. Review the materials here:

    Project Schedule 

    • Complete Summer - Fall 2025: Concept Design and Community Engagement. Develop corridor goals and project concepts using feedback from the community, policy and guidance from adopted plans, and technical engineering constraints.
    • Ongoing Fall - Winter 2025: Preferred Concept Refinement. City staff will share the preferred concept with the community and get feedback. Throughout the months of October, November, and December 2025 the project team will be refining the preferred concept. Tweaks can be made to the design based on feedback in this phase.  
    • Spring - Winter 2026: Detailed Final Design. Once the preferred concept has been decided, city engineering and planning staff will work on the details of the design. Updates will be shared with the community along the way to make sure the design is consistent with community expectations.
    • Spring - Fall 2027: Bidding and Construction. The reconstruction of Kellogg will take most of spring, summer, and fall. City staff will provide regular updates to the community about construction impacts, detours, and progress.
