HREEO – Shaping a Fairer Future

The HREEO department exists to serve Saint Paul residents and businesses by advancing justice and equity through education, advocacy, and enforcement. After the City of Saint Paul completed an equal access audit in 2007 to examine the City's contracting and workforce development policies, HREEO was reimagined in its current form. Existing City resources were consolidated to expand economic opportunity and work toward a more economically inclusive Saint Paul. The following divisions make up the HREEO department:

HREEO Commission: Championing Equity and Accountability

The Human Rights and Equal Economic Opportunity (HREEO) Commission plays a vital role in supporting the HREEO Department and its leadership. As outlined in Chapter 183.19 of the Saint Paul Legislative Code, the Commission advises the Director on departmental policies, evaluates overall performance, and conducts studies, hearings, and investigations as necessary. In cases involving housing discrimination that cannot be resolved through conciliation, the Commission also serves as the City’s Fair Housing Council.

Know Your Rights: Community Outreach Presentations & Events

Whether you live, work, or play in Saint Paul, our ordinances hold protections for you. Connect with us to arrange a Know Your Rights (KYR) presentation in person or virtually. Staff will inform you about the Saint Paul ordinances that HREEO enforces and will answer your questions about the City’s:

  • Human Rights -- Discrimination is illegal in Saint Paul
  • Wage Theft, Minimum Wage, and Earned Sick & Safe Time (ESST) ordinances
  • Civilian review of police misconduct
  • Resources for greater language access and better access under the Americans with Disabilities Act (ADA)
  • CERT program that certifies small and local businesses

HREEO & MMLA

HREEO and Mid-Minnesota Legal Aid (MMLA) launched a 12-month partnership to engage Saint Paul renters with disabilities through education and outreach. Saint Paul renters will learn about Housing rights and protections and to learn how to access City resources to Fair Housing. HREEO & GESCC

HREEO and the Greater East Side Community Council (GESCC) also launched a 9-month partnership to engage Saint Paul renters living on the east side of the City through outreach and educational workshops.
