The Project Description and Consultant

Per RES 222-1080, Baker Tilly LLC (Baker Tilly) was selected to conduct a comprehensive review and process mapping of real estate development services across City departments and to provide a report with recommendations to the city for improvements to the process.  The study will focus on how businesses interested in developing residential or commercial development projects may easily navigate the various City departments' processes and requirements.

Baker Tilly and their teaming partner, GRāEF, have extensive knowledge and experience with municipal development review processes and practices.  Baker Tilly is a public accounting and consulting firm headquartered in Chicago, Illinois. The consultant has 61 offices throughout 19 states in the Northeast, Midwest, South and West.  Some of the locations include California, Colorado, Delaware, Florida, Georgia, Indiana, Kansas, Maryland, Massachusetts, Michigan, Minnesota, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Texas, Washington DC, West Virginia, and Wisconsin.

The Project Scope

  • Map the review and approval processes for all applications related to real estate development projects.
  • Examine department processes related to land use/zoning, engineering, building code, code enforcement, environmental and other regulatory application programs, permits, approvals or actions and provide an analysis of efficiency and how well these processes serve the developer.
  • Directly engage experienced and new developers who have worked with the city and document their feedback.
  • Recommend coordinated process improvements, communication strategy and tools to improve or enhance the City’s real estate development services and/or processes.
  • Study and document “best-case” and “worst-case” examples of the real estate development process in Saint Paul; evaluate what worked well and what went wrong in these situations to inform recommended improvements.
  • Review existing codes and regulations as they relate to real estate development projects and recommend improvements.
  • Report on best practices and tools used in other jurisdictions.

Baker Tilly will use the analytical framework set forth in its response to the RFP to evaluate how well the city performs the development review process, including planning, economic development, and the respective inspection functions.

A managing director in Baker Tilly’s public sector advisory practice, David has led state and local government performance improvement initiatives for more than 35 years, first as an operational manager and then as a highly regarded management consultant. An insightful analyst and skilled facilitator, David works closely with senior leadership teams and governing bodies in both the public and not-for-profit sectors to help them develop strategic clarity, establish priorities, improve organizational performance and streamline business processes and technologies. David’s experience spans virtually every municipal government service program including planning and development, code enforcement, public safety services, public works, parks and recreation, libraries, municipal courts, and general administrative services such as finance, procurement, human resources and information technology.

David’s experience specifically relevant to the City’s residential housing assignment includes operational and process improvement projects for planning and development services for the cities of Arlington, Baytown, Dallas, Denton, Frisco and University Park, Texas. Additionally, he previously facilitated stakeholder engagement processes for the development communities in Raleigh, North Carolina and Fort Myers and Sarasota County, Florida, in connection with development fee cost analysis projects.

Elizabeth Bergman, a principal at Baker Tilly, has been with the firm since 2017 and has more than 20 years of experience in public finance. Elizabeth works with colleges, universities and municipalities in the Midwest. She assists clients in defining financial strategies and creating a financing plan to realize the desired outcomes. She has experience with competitive and negotiated sales as well as private placements. Prior to joining the firm, Elizabeth spent 13 years at Moody’s Investors Service in London and New York. While at Moody’s she was lead analyst for a variety of public issuers, focusing on universities and local governments.

Monique has a background in grants administration, government contracting and strategic planning with particular competency in the housing industry. She joined Baker Tilly in 2020. Monique also specializes in program management, policy writing and analysis, and program/project compliance. She assesses and documents client resources to determine current and desired operating states to ensure alignment with organizational vision and goals.

Nicholas (Nick) Dragisich, P.E. – Managing Director

Nick is a seam leader for Baker Tilly’s financial management consulting services practice. He has more than 30 years of management experience, including service as a city administrator, assistant city manager, and city engineer. Nick has been directly responsible for or involved in numerous capital improvement plan projects, debt management studies, utility rate studies, utility expense and cost analysis studies, user fee studies, organizational management studies, staffing analyses, and fiscal impact studies for clients in California, Iowa, Kansas, Maryland, Minnesota, Montana, Missouri, Nebraska, New York, North Carolina, North Dakota, Utah, Virginia, Washington and Wisconsin. He holds a Master of Business Administration, a bachelor’s degree in civil engineering, and is a licensed professional engineer in Minnesota and Washington. Nick is also MSRB Municipal Advisor Series 50 Qualified.

Rachel specializes in economic development and all that supports it. Her recent experience includes process mapping a city's building permit process; strategic planning for cities and counties; conducting both internal and external stakeholder engagement through interviews, focus groups, and surveys; grant writing; and economic development incentive negotiation. Rachel joined Baker Tilly in early 2021.

Woody is a Public Sector Advisory Senior Consultant with over three years of experience in transfer price consulting and public sector advisory consulting.  Prior to this, Woody worked in supply chain research for a Fortune 100 company while obtaining his bachelor's degree in environmental economics and political science.  As a Senior Consultant, Woody conducts and supports business process reviews, organizational and workforce assessments, operational assessments, grant management services, and bench-marking studies, with a focus on strategic planning, public sector leadership management, and organizational and workforce assessments.

  • Sam is Senior Manager in Baker Tilly’s public sector advisory practice. Sam has been consulting for local governments for over 12 years in both an analytical and project management capacity. Sam conducts complex financial and operational analyses to support many different types of clients including organization reviews, process improvement studies, service sharing projects, and financial planning and budgeting studies. 
  • Sam’s experience includes facilitating strategic planning and process improvement workshops, developing and analyzing strategic planning community input surveys and employee satisfaction and internal services surveys, conducting research and analyses, assisting in the development of performance measurement systems, and directing benchmarking research.

Jon has worked with over 30 municipalities and multiple agencies, in regard to their development review process. He has developed and implemented GIS systems for tracking development review. He has developed automated processes for the configuration of multiple data sources to create input for complex modeling software packages. Jon has assisted clients with developing unique GIS systems for tracking internal and external work. He works with statewide agencies and private associations to assist their efforts in gaining funding sources, formalized analysis of processes and defined development of appropriate systems.

Roger is the lead civil engineer in our Minneapolis office and has practiced in the Twin Cities and surrounding areas throughout his career. He is a Registered Professional Engineer (PE) with more than 30 years of experience managing a variety of civil engineering project types, with a focus on community development, transportation, municipal, residential and industrial design. In a consultant role, he has served as a city engineer and project manager. Roger has been the lead design engineer for numerous municipal projects ranging from large industrial park design, transportation projects and street reconstruction to utility projects. As a project manager, Roger has worked with five out of the top 10 residential home builders in the Twin Cities metro area. He has also worked with major senior housing developers and architects and serves on the local government board with Housing First Minnesota. He currently serves on the Finance Committee with the City of Mahtomedi, Minnesota, and was a founding member and Past President of the St Croix Economic Development Corporation.

Larry has worked on economic development throughout his career. This work includes preparing analyses of TIF districts, generating concepts for new property development, estimating the value and benefit of area-wide development capacity, meeting with developers to promote new projects, negotiating project outcomes, conducting cost-revenue analyses, and conducting cost-of-service analyses. Larry’s work emphasizes high-quality private development that is feasible and can be readily implemented by property owners, businesspersons and municipalities.
