Territorial & Cromwell Avenue

Mill and overlay work is done on Saint Paul’s arterial (or main) streets. Crews will “mill,” or remove approximately the top two inches of the roadway and then “overlay,” or repave the street with new asphalt. The repaving portion is weather dependent, but the entire process typically takes two to four days. Road striping will be completed in the days following the repaving of the street.

e Ti  Tentative Timeline (weather permitting):

  • September 22 – City’s contractor will mill (remove the top layer) of Territorial Avenue and Cromwell Avenue. After streets are milled they are drivable until the next phase.
  • September 24 – City crews will repave (overlay) with a new layer of asphalt and restripe the road
  • Expect crews to work from 7:00 a.m. to 7:00 p.m.

Milling Process and Impacts – September 22 (weather permitting):

  • Milling operations are different than paving operations and allow for shorter duration closures.
  • Milling Step 1: Territorial Avenue from Cromwell Avenue to Raymond Avenue will be closed.
    • The entrance ramp to Highway 280 from Territorial Avenue will be closed. The entrance ramp to Highway 280 just north of University Avenue will be open.
    • Residents on Hunt Place and businesses will have access as needed. Please plan for short delays entering or exiting these properties.
  • Milling Step 2: After 9:00 a.m., Eustis Street intersection will be closed for a short duration (<2 hours).
    • Traffic will not be able to exit from Highway 280 onto Eustis Street.
  • Milling Step 3: Cromwell Avenue from University Avenue to Territorial Avenue, full width closure of the road.
    • Cromwell Avenue will be closed for the work.
    • The entrance ramp to Highway 280 from Cromwell Avenue will be closed. The entrance ramp to Highway 280 from Territorial Avenue will be open.
  • Milling Step 4: Territorial Avenue from Eustis Street to Berry Street, full width closure of the road.
    • Territorial Avenue will be closed for the work.
    • Traffic will be routed to Berry Street or Highway 280 depending on the location of the work.

  • Paving Step 1 – Territorial Avenue from Berry Street to Eustis Street (Highway 280), full width closure of the road from Berry Street to Westgate Drive, closure of the southside lane of Territorial Avenue from Westgate Drive to Eustis Street (280).
    • Territorial Avenue from Berry Street to Westgate Drive will be closed for the work.
    • Traffic on Westgate Drive will be temporarily adjusted to facilitate work in the intersection. Please follow all posted signs, including no parking signs.
    • Two-way traffic will be allowed on the northside of Territorial Avenue from Westgate Drive to Eustis Street (280). Please follow all posted signs and be aware of crews working on the southside of the road.
    • There will be temporary closures of the Highway 280 off ramp (onto Eustis Street) when crews are working near the Eustis Street, Highway 280, and Territorial Avenue intersection.
  • Paving Step 2 – Territorial Avenue from Eustis Street (Highway 280) to Westgate, full width closure of the road. This will occur immediately following Sequence 1.
    • Territorial Avenue from Westgate Drive to Eustis Street (280) will be closed for work.
    • There will be temporary closures of the Highway 280 off ramp (onto Eustis Street) when crews are working near the Eustis Street, Highway 280, and Territorial Avenue intersection.
    • Traffic will be allowed on Territorial Avenue from Berry Street to Westgate Drive.
    • Traffic on Westgate Drive will be temporarily adjusted to facilitate work in the intersection. Please follow all posted signs, including no parking signs.
  • Paving Step 3 – Cromwell Avenue from University Avenue to Territorial Avenue, full width closure of the road.
    • Cromwell Avenue will be closed for the work.
    • The entrance ramp to Highway 280 from Cromwell Avenue will be closed. The entrance ramp to Highway 280 from Territorial Avenue will be open.
  • Paving Step 4 – Territorial Avenue from Cromwell Avenue to Raymond Avenue, full width closure of the road.
    • Territorial Avenue from Cromwell Avenue to Raymond Avenue will be closed for the work.
    • Residents on Hunt Place and businesses on Territorial will have access as needed. Please plan for delays entering or exiting these properties.
    • The entrance ramp to Highway 280 from Territorial Avenue will be closed. The entrance ramp to Highway 280 just north of University Avenue will be open.

What you need to do:

  • Please move your car off the street during work, and before each phase. We will post “No Parking” signs the day before the project begins.
  • Cars that are not moved will be ticketed and towed.
  • The street will have temporary closures or lane restrictions during milling and repaving operations. We will try to maintain access to driveways, but there may be temporary access restrictions. Delays may be up to 15-30 minutes in duration.
  • Roads will be reopened as soon as work is completed in the area. Milled roads can be driven on.
  • Flaggers will be in the area to direct traffic as needed.
  • Please notify customers/clients/tenants/visitors about the project, road closures, and parking restrictions.

The estimated rate for the repaving project is $26.73/per front linear foot.
