The Ramsey County Jail is located at 425 Grove Street. This facility is under the control and direction of the Ramsey County Sheriff.

Watch Commander: The watch commander has no responsibility for the operation of the jail, except when a request for assistance is forthcoming from a supervisor at the Ramsey County Sheriff’s Office. 

Firearms: Firearms will not be permitted in the jail area. [Redacted]

BWC: Body Worn Cameras (BWCs) shall remain on from the time of an arrest until a prisoner is placed in a holding cell, at which point they can be turned off. BWCs have to be activated during DWI testing and during any additional communication with the prisoner while in the holding cell for booking until they enter the secure area between the sliding doors of the jail facility.

Telephone Inquiries Regarding Prisoners:

  • Transfer telephone inquiries concerning prisoners in custody to the jail.
  • Refer inquiry about disposition of recent cases to the clerk of court.

Telephone Restrictions:

Saint Paul officers may restrict a prisoners telephone privileges by requesting Attorney Only status. The deputy will record the officers name and reason for the restriction, e.g., calls to a coconspirator may jeopardize an ongoing investigation, etc. The restriction may remain in effect only until the prisoner is formally charged or released. Once charged, normal telephone privileges are restored. A number of additional telephone restrictions exist in Ramsey County Sheriffs Office policy concerning victim contact, no contact orders and emergency situations.

Medical Treatment:

All persons under arrest whom officers reasonably believe require medical treatment or claim to have a medical condition that requires treatment, upon their arrival for booking at the Law Enforcement Center (LEC) or during transport, shall receive that care at [Redacted] or another appropriate medical facility if [Redacted} is not reasonably available.

If an arrest has been made, and medical treatment is required or requested, the arresting officer, or other officer as assigned, shall remain with the arrestee at the medical facility until such time the Watch Commander is able to determine the next course of action or they are medically cleared to be booked.  During those times a Watch Commander is not working, the arresting officer’s supervisor shall work with their command to determine the next course of action.
