Composed of Saint Paul residents, the Police Civilian Internal Affairs Review Commission (PCIARC) is the civilian oversight group for the Saint Paul Police Department (SPPD). The PCIARC reviews investigations and makes disciplinary and policy recommendations to the Saint Paul Chief of Police on civilian-initiated complaints of police misconduct. The PCIARC does not replace civil or criminal court, rather it makes recommendations to the Chief of Police regarding the conduct of police officers as employees, subject to the Minnesota Peace Officer Discipline Procedures Act and related state labor laws. The Chief of Police has the final authority over any disciplinary action imposed against a police officer as an employee.
PCIARC meetings are typically held the first Wednesday of the month at 6:00 p.m.
The first portion of each PCIARC meeting is open to the public. Members of the public are welcome to attend the public portion in-person or virtually. The second part of the meeting is not open to the public because the PCIARC reviews cases. A sign will be displayed outside PCIARC meetings indicating when the meeting is closed.
