Zoning Code Amendment and New License Ordinances

On October 25, 2017 the Saint Paul City Council adopted zoning and license ordinances to effectively regulate short term rentals. A short term rental is a house, apartment, bedroom, or even couch rented for less than 30 days and is typically booked on websites like Airbnb and VRBO. The Department of Safety and Inspections (DSI) is responsible for issuing licenses and enforcing the ordinance. DSI can provide information and details on how to apply for a short term rental license. 

A Brief History of the New Ordinances

In February 2016, the Saint Paul City Council initiated the study of short term rentals in Saint Paul

In July 2016, the Department of Planning and Economic Development and the Department of Safety and Inspections presented the Short Term Rental Study report to the Saint Paul City Council. The study recommended zoning amendments and new license ordinances to update City practices to recognize this new type of use as permitted and to effectively regulate it to ensure the safety of hosts and visitors in the Saint Paul.

Planning Commission Public Hearing

On June 2, 2017, the Saint Paul Planning Commission held a public hearing on the Short Term Rental Zoning Study and proposed zoning amendments. During this public comment period, leading up to and including the public hearing, public comments were provided to the City in writing and verbally at the actual hearing. These comments were considered by the Planning Commission during its decision-making process. 

City Council Public Hearing

On October 4, 2017, the Saint Paul City Council held a public hearing on the proposed zoning and license ordinances. The City Council adopted the zoning and license ordinances on October 25, 2017 after making some amendments to the staff recommendation.
