Saint Paul Public Works is resurfacing Fairview Avenue between University Avenue and Minnehaha Avenue in the fall of 2020. Improvements and changes to the roadway are proposed as part of that project.
Public Works is proposing to install bike lanes in the roadway when the street is resurfaced, consistent with the recommendations of the Saint Paul Bicycle Plan. The addition of in-street bike lanes will make the street a safer and more comfortable place for people who ride a bike as well as for people who drive.

Changes to On-Street Parking

Parking is currently permitted on both the east and west sides of Fairview Avenue. To create space for the bike lanes, the following changes to on-street parking are proposed:

Parking will be prohibited:

  • west side of Fairview Avenue from approximately 220’ north of Charles Avenue to Minnehaha Avenue

Parking will continue to be permitted:

  • west side of Fairview Avenue from University Avenue to approximately 220’ north of Charles Avenue
  • east side of Fairview Avenue from University Avenue to Minnehaha Avenue

Public Hearing

The proposed parking restrictions and striping recommendations will be presented to the Saint Paul City Council for approval on 6/17/2020. 

Public attendance at the City Council’s regular meeting location is not feasible due to the COVID 19 health pandemic. Members of the public may view City Council meetings online at or on local cable Channel 18.
