In addition to general state laws prohibiting vandalism, City ordinance prohibits vandalism in the form of graffiti and has defined it as a misdemeanor.
Property owners may not allow any graffiti to exist on their property, since some graffiti is used by gangs to mark their territory. Removal of such graffiti helps to limit the gangs' activities. After a public hearing before the City Council, the City may order a property owner to remove the graffiti, or the City may remove it by a summary abatement (see Summary Abatement). Unlike most violations of City ordinances, the property owner's violation is a civil rather than a criminal offense.
