Russel Balenger to Serve as Interim Ward 1 Councilmember
Balenger will fill the remainder of retired Councilmember Dai Thao’s term

Saint Paul, MN - The Saint Paul City Council announced that Russel Balenger will serve as the Interim Ward 1 Councilmember, filling out the remainder of the term vacated by Dai Thao. 

Balenger was born and raised in Saint Paul and has also lived in Chicago and Ann Arbor. He is the Founder and Director of the Circle of Peace Movement, whose mission is to end violence and promote racial healing. He has worked to create a safe space where people come together in Saint Paul communities. Through his life’s work, Balenger has partnered with the Saint Paul Police, community organizations, and residents to build positive relationships and strengthen neighborhoods. 

“I am looking forward to the opportunity to further the work of making Ward 1 a strong and lasting example of a great place to live,” said Balenger. “My life’s work has lead me to this role, and I will deliver for the people of my community.”
