SAINT PAUL, MN (May 15, 2023) – Due to the rising water levels of the Mississippi River, the City of Saint Paul, in coordination with Ramsey County, must keep a three-mile stretch of Shepard Road/Warner Road between Eagle Parkway and Highway 61 closed to vehicle, bicycle and pedestrian traffic. 

Saint Paul and Ramsey County Public Works had planned to reopen the roadway today; however, heavy rains this weekend in southern Minnesota have caused the Minnesota River to quickly rise. Currently, the National Weather Service forecasts the Mississippi River in Saint Paul to reach moderate flood stage level of 16.1 feet by May 21. Major flood stage level in Saint Paul is 17 feet.

With Shepard Road/Warner Road remaining closed, Sibley and Jackson streets will also remain closed to vehicle traffic from Shepard Road to Kellogg Boulevard. 

Water Street, located along the south side of the Mississippi River, along with several park areas and facilities, will remain closed until the required inspection, testing, and clean up has been completed. Shepard Road/Warner Road was closed on April 16 due to anticipated spring flooding. According to the National Weather Service, the Mississippi River water levels in Saint Paul crested at 18.24 feet on April 27, flooding a portion of Shepard Road.
