Phalen Splash Pad Project Overview
The City of Saint Paul Department of Parks and Recreation has secured funding to develop a splash pad at Phalen Regional Park Beach. A splash pad is an aquatics feature with in-ground and/or overhead sprays. Water drains from the splash pad surface immediately eliminating the need for lifeguards. Water for a splash pad can be either freshwater or treated water just as in a pool.

We are in the fourth week of construction. Work completed the past week includes installation of the spray features and piping, stair foundation walls poured, sand was brought in for the pad. In the next week, the splash pad surface and stairs to the beach will be poured. The filter and pumps will also be installed. Construction should be complete on about October 7, 2016.

Construction contracts are being awarded for the Phalen Splash Pad project and construction will begin in about 2 - 3 weeks. Construction should be completed in September and will officially open in the spring of 2017.

The Phalen Splash Pad project has been advertised for bids. Bids will be opened on February 10th and a contract awarded shortly thereafter. Weather pending, we hope to start construction in late April/early May with an estimated completion of mid-July.
Planning for the Phalen Beach Splash pad is moving along. We will be moving into production of Construction Documents. Contrary to our initial plans, we have been encouraged by our engineer to hold off with bidding until winter and start construction in the spring of 2016. Other projects that have been recently bid are coming in higher than expected. It is anticipated that bidding in December/January will be much more competitive and will still allow us to have an early summer 2016 opening of the splash pad.

We now have an aquatics engineer under contract to help with the development of the Phalen Beach Splash Pad.
In 2010, during the Phalen - Keller Regional Park Master Plan process, there was overwhelming feedback from the community that the natural appearance of Phalen Regional Park should be preserved or enhanced. For this reason, development of a splash pad with a more natural appearance may be more applicable at Phalen than a brightly colored, 'standard' splash pad.

We are currently in the process of awarding a contract to an aquatics engineer to assist with the design of the Phalen Beach Splash Pad. Once this has task has been completed, we will work with the consultant to develop a more accurate schedule and outline of the project.
