Highland Water Tower Reconditioning

The Highland Park Water Tower site in Saint Paul contains two modern water towers alongside the historic 1928 tower. These newer towers are vital in delivering water to SPRWS customers.

Project Details

Highland water tower #2 blanketed with large tarps during ongoing work

The Highland #2 and Highland #3 towers on Snelling Avenue are being repaired and repainted to prolong their life and improve water quality.

Work may include: 

  • Torch cutting and grinding of the surface
  • Welding
  • Reconditing the interior
  • Replacing safety and access equipment
  • Sandblasting
  • Repainting

Work Schedule

The contractor’s work hours are Monday – Friday 7 a.m. to 7 p.m., with some Saturday and Sunday 8 a.m. to 5 p.m. work to be scheduled as needed.

Highland #2 Work Complete ✔️

As of October 7, 2024 all work on Highland #2 is complete, including:

  • Sandblasting
  • Exterior painting
  • Interior painting
  • Safety and access equipment repair

Highland #3 Work

Work began in April 2025 and is on track to finish July 25, 2025.

Highland #3 is getting similar upgrades to those Highland #2 received in 2024. As of July 9, 2025, the entire tank has been blasted, primary and intermediate paint coats have been applied, and several key repairs are done. The contractor is now working on the final coat, which is about 80% complete. Additional welding work is pending.
