Saint Paul City Council Releases Housing Study Request for Proposals 

SAINT PAUL (MN) – Today, the Saint Paul City Council is seeking proposals from qualified consultants to conduct a comprehensive assessment of the city's housing market, rent stabilization policy, and renter conditions. The study will help inform future housing policy and ensure Saint Paul remains an affordable place to live.

The study will evaluate the implementation and enforcement of Saint Paul's rent stabilization ordinance, including recent policy changes that established a rent stabilization exemption. It will assess whether the City's current staffing, resources, and administrative systems are sufficient to administer and enforce the ordinance consistently, equitably, and effectively.

The Request for Proposals (RFP) invites consultants with expertise in housing policy, economics, urban planning, and public administration to submit proposals. The Council expects the study to provide objective analysis and actionable recommendations to support future policy decisions and strengthen housing stability for Saint Paul residents.

The work will be performed under a professional services contract with a cost not to exceed $100,000.

Please take note of the following information: 

  • The RFP can be viewed on the City’s Supplier Portal at stpaulbids.com.  The Event number is 1737.
  • All responses to the RFP must be submitted electronically via the Supplier Portal no later than Wednesday, September 9, 2026, by 3:00 pm CST. No hard copies and/or paper proposals will be accepted.
  • Please provide yourself with ample time when responding to the RFP.  The system will close the event at the time identified and no exceptions will be made.
  • Any questions relating to the contents of the RFP shall be submitted via the Supplier Portal by noon on Wednesday, August 26, 2026, at 3:00 pm CST.
